In preparation for a major pipeline expansion, Gas Transmission Northwest(GTN), subsequently TransCanada, retained Fulcrum to assist in the review and pre-qualification of more than 100 general and specialty contractors. Contractors ranged from local “mom and pop” vendors serving a single location to national pipeline and compressor station contractors extending 50 miles. Fulcrum’s evaluation of each Contractor Safety and Health Plan, including review of DOT-required Drug and Alcohol Plans, began first with an evaluation of plan elements relative to state-specific or national occupational safety and health regulations. As a proactive owner, GTN pushed further, requiring contractors to meet internal company requirements and elements. Where deficiencies were identified, Fulcrum worked with the contractor on revisions, inclusions, or redactions to the contractor’s plans.
